About CSS Minifier
Minifying CSS removes what only the author needed: comments, indentation, line breaks, the spaces around braces, colons and commas, and the final semicolon before each closing brace. The stylesheet behaves identically because none of that is meaningful to a browser.
On a hand-written stylesheet this typically removes 20-30% of the bytes. Gzip or Brotli on the server then compresses the rest, and the two stack - minifying first gives the compressor less redundancy to work around.
